Synopsis:
A child services caseworker is found dead, and while it initially appears to be suicide, Medavoy and Jones suspect she may have been killed by an angry parent whose child was taken into care. Shannon and Laughlin are investigated by the IAB and Sipowicz receives an unusual request from a policeman's widow who wants her husband's ashes scattered in the station
