Synopsis:
Sipowicz deals with a bomb scare at the family court. A package explodes unleashing an unidentified white powder that tests negative for anything harmful - yet one of those struck by it dies shortly afterwards. Medavoy discovers that the substance is used in voodoo rituals, and comes into conflict with a Santeria priest
