The team is called into action when the body of a missing naval officer is recovered from a car at the bottom of a lake. Gibbs agrees to allow Monroe Cooper - the notorious private detective who located the man - to assist with inquiries as long as he shares information. However, the discovery of a bullet turns the case into a murder investigation, and Kate begins to wonder whether Cooper could have set up the victim with the intention of claiming the reward money posted by his wealthy family
