For many, Citizen Kane was Orson Welles' greatest movie. However, ask most critics what their second favourite is and it will be a toss up between this and The Third Man. It's an atmospheric drama, starring Welles and Charlton Heston as a narcotics investigator and a police chief who clash over a murder inquiry in a Mexican border town.
