A naive scout troop leader is elected to the US senate. He is determined to live up to the example of his hero, a presidential candidate, and use his position to do some good. However, less honourable politicians thwart his plans at every turn, and when enemies of the causes he supports find he is genuinely incorruptible, they resolve to break his spirit.
