A Hong Kong crime syndicate needs to appoint a new boss, and two ambitious gangsters compete for the position. The matter is settled by a vote, but when a ceremonial walking stick carried by the leader goes missing, all hell breaks loose, as the losing party sees a chance to gain power by recovering it, infighting erupts among the other mobsters and the police set out to bring down the organisation once and for all.
