American Nato troops in the last days of the Kosovo War are left stranded in a remote Romanian town through the petty bureaucracy of a corrupt stationmaster. Meanwhile, as diplomats try to break the deadlock, the townsfolk and local factory workers exploit the presence of the soldiers to protest against victimisation by their new capitalist bosses.
